What is PIRT?
Home Industry Food Production (PIRT) is a certificate issued by the Regent or Mayor through the Health Office. This certificate is given to food and beverage products produced by Home Food Industries (IRT) or Small and Medium Enterprises (UKM). The purpose of this certificate is to ensure that the products meet the applicable food safety standards set by the government, especially in terms of hygiene during the production process and being free from harmful substances.
As such, every Home Food Industry or UKM is required to have a Home Industry Production Certificate (SPP-IRT). Those included in PIRT are business actors who have business premises at home with manual to semi-automatic food processing equipment.
The government will issue a 15-digit PIRT number, which business actors can then display on their product packaging. This serves as proof that the product being marketed is registered and complies with the applicable standards. The SPP-IRT will be valid for a period of 5 (five) years. Once the validity period of the SPP-IRT expires, the PIRT cannot be circulated.
In this article, we will further discuss the key functions and importance of implementing PIRT for Home Industries, the requirements that need to apply for SPP-IRT, as well as a detailed explanation of the registration process for PIRT. Additionally, we will explore the legal regulations concerning these rules and how ET Consultant can assist your business in effectively navigating these processes.

Legal Framework Regulating PIRT
The obligation to have an SPP-IRT is based on the Regulation of BPOM No. 4 of 2024 on Guidelines for Issuance of Commitment Fulfillment Certificates for Processed Home Industry Food Production. These regulations aim to:
- Ensure that food products produced by IRT meet the safety, quality, and nutritional standards set by the government.
- Ensure that food products produced can be marketed safely and do not harm consumers.
- Ensure that business actors conduct production in compliance with applicable regulations, such as using safe raw materials, maintaining hygienic production processes, and providing clear product labeling.
The establishment of these regulations essentially focuses on improving the quality of food produced by IRT and protecting consumers from potential risks if food is produced unsafely or does not meet the required standards.
Function of PIRT
There are several key functions of PIRT, including:
- Product Safety Assurance: PIRT provides certainty that the food product has undergone feasibility and safety testing by the Health Office. It ensures that the product does not contain harmful substances, microbes, or any materials that could endanger the health of consumers.
- Expanding Sales Reach: Products with PIRT certification are more likely to be accepted by the public. Nowadays, many sellers prioritize products with certifications like PIRT to ensure that the products they sell are safe and comply with regulations.
- Increasing Consumer Trust: Consumers are now more selective and tend to choose products that already have certification, including PIRT. Consumers feel more confident about the quality and safety of the products offered, which increases purchase rates and customer loyalty.
- Meeting Legal Obligations: Having a PIRT means fulfilling the legal requirements regulating the food industry in Indonesia. Every food product in circulation must have an official permit to ensure its safety. This not only protects consumers but also shields businesses from potential legal issues.
Overall, PIRT not only helps meet regulatory requirements but also opens up opportunities for businesses to develop in a more professional and trusted manner.

Products That Require PIRT
There are several products that require an SPP-IRT, particularly processed food products with a shelf life of more than 7 (seven) days, including:
- Cookies: These products have a long shelf life, depending on the ingredients used and the processing methods. Therefore, they must have an SPP-IRT to ensure that the product remains safe for consumption over time.
- Chips: These are processed products that undergo drying or frying and have a shelf life longer than a week.
- Processed Meat: Such as shredded beef (abon), jerky (dendeng), or other products processed through drying or smoking. These products must have an SPP-IRT due to the need for special supervision to ensure that processing and storage are done properly to prevent contamination.
- Snacks Made from Flour and Corn: Such as chips or other snack foods that are processed and packaged for longer shelf life. These require an SPP-IRT because they are often produced on a home-scale with a relatively long shelf life.
- Instant Foods: Such as instant noodles, instant porridge, or ready-to-eat meals that are packaged and have a shelf life of more than a week.
- Processed Sauces and Sambals: Sauces, sambals, or other liquid seasonings produced on a home-scale and with a shelf life of more than a week must also have an SPP-IRT. These products need to be ensured safe from microbial growth under certain conditions.
- Syrups and Processed Beverages: Processed beverage products such as syrups, fruit juices, or traditional drinks with a long shelf life must have PIRT to ensure they do not contain harmful substances and are guaranteed to be hygienic.
Requirements for Implementing PIRT
There are several requirements that business operators must meet if they wish to obtain an SPP-IRT according to The Regulation of the Head of the National Agency of Drug and Food Control of the Republic of Indonesia Number HK.03.1.23.04.12.2206 of 2012 concerning Good Manufacturing Practices for Household Industry Food (CPPB-IRT), including:
Aspects | Remarks |
Location and Production Environment | Consideration must be given to the condition of the environment, which could potentially be a source of contamination. Various preventive actions must be taken to protect the food being produced. The location must be kept clean, free of trash, odors, smoke, dirt, and dust. |
Building and Facilities | Ensure that food is not contaminated by physical, biological, or chemical hazards during the production process, and that the facilities are easy to clean and sanitize. |
Production Equipment | The layout of production equipment must be arranged to prevent cross-contamination. Equipment that directly contacts food should be designed, constructed, and positioned to ensure the quality and safety of the food produced. |
Hygiene and Sanitation Facilities and Activities | Hygiene and sanitation facilities and activities are necessary to ensure that buildings and equipment are kept clean and to prevent cross-contamination from employees. |
Maintenance and Hygiene and Sanitation Program | Regular maintenance and sanitation programs for production facilities (buildings, machines/equipment, pest control, waste management, etc.) must be conducted to prevent cross-contamination of processed food. |
Employee Health and Hygiene | Proper employee health and hygiene ensure that employees who come into direct or indirect contact with food do not become sources of contamination. |
Food Labeling | Home food industry packaging must have clear and informative labels to help consumers select, handle, store, process, and consume the food properly. |
Supervision by Responsible Parties | A responsible party is needed to oversee all stages of the production process and its control to ensure that high-quality and safe food products are produced. |
