Product Registration Related to Safety, Health, and Environment for both domestic and foreign products is governed by the Ministry of Trade Regulation No. 18 of 2019 concerning Testing Methods, Registration Procedures, Supervision, Suspension of Trading Activities, and Withdrawal of Goods Related to Safety, Health, and Environment (K3L Registration). This regulation has been amended by Ministry of Trade Regulation No. 26 of 2021 on the Establishment of Standards for Business Activities and Products in the Implementation of Risk-Based Business Licensing in the Trade Sector, and Ministry of Trade Regulation No. 21 of 2023, which further amends the previous regulation.
Objectives of K3L Certification for Products:
- Safety: To ensure that products do not pose a danger to users or workers. This includes checking for hazardous materials, safe design, and packaging that does not present risks.
- Health: To ensure that products do not pose health risks, such as toxic chemicals or particles that could harm health.
- Environment: To assess the product’s impact on the environment throughout its lifecycle, from production to disposal. This includes the use of environmentally friendly materials and waste management.

Certification Process:
- Feasibility Testing: Products are tested to ensure they meet the applicable safety and health standards. This testing can include material tests, functional tests, and risk assessments.
- Environmental Impact Assessment: Products are assessed based on their environmental impact, including the production process, use, and disposal. This may include a Life Cycle Assessment (LCA) to evaluate the product’s environmental impact.
- Documentation and Audit: Companies must provide documentation related to the production process, raw materials, and test data. Certification bodies will conduct audits to ensure compliance with standards.
- Issuance of Certificate: Once the product meets the established standards, a K3L certificate will be issued by an authorized certification body.

Requirements for K3L Product Certification:
To obtain K3L product registration, the following requirements must be met:
- Possession of a Business Identification Number (NIB).
- Ownership of an Industrial Company permit for manufacturers or a trading business license for importers.
- Submission of a self-declaration of conformity, accompanied by laboratory test results for the registered product, specifying the brand, type, or kind of product. The test results must be issued no more than six months before the date of application submission. Additionally, a list and addresses of distributors, agents, wholesalers, and/or retailers must be provided.
As part of the K3L certification requirements for products, manufacturers or importers must include the K3L registration number on the product, packaging, and/or label, which must be easily readable and not easily removable.
Every five years, businesses are required to re-register to update the K3L product registration data. Businesses that violate these regulations may face sanctions, including the suspension of trading activities, withdrawal of goods from distribution, and even revocation of the K3L product registration number.
