Mandatory Employment Reporting Requirements for Companies (WLKP)

The Mandatory Employment Reporting (WLKP) is an obligation for companies or employers to report employment-related data and information to the relevant authorities, such as the local Employment Supervisory Office. Regarding the Regulation of the Minister of Manpower of the Republic of Indonesia Number 4 of 2019 on the Procedures for Mandatory Employment Reporting in Companies Electronically, it is clearly stipulated that this regulation updates the procedures for mandatory employment reporting, requiring companies to submit their reports electronically through the employment information system. This aims to simplify the reporting process and enhance the efficiency and accuracy of the data reported by companies to the government.

The purpose of WLKP is to ensure transparency, monitoring, and the fulfillment of workers’ rights, as well as to support the planning and development of employment policies.

When should WLKP be conducted?

  •     No later than 30 days after establishing, resuming, or relocating a company; or
  •     No later than 30 days before relocating, suspending, or dissolving a company.

Requirements for WLKP Reporting

It is crucial for companies to prepare the following when planning to submit a WLKP report:

  1. An employee designated as the WLKP Account Manager;
  2. Previous WLKP reports (if the company has reported before);
  3. Company Identification, such as NIB, SIUP3A, Articles of Incorporation;
  4. Company Tax Identification Number (NPWP);
  5. Employment Social Security (BPJS Ketenagakerjaan) number;
  6. Health Insurance (BPJS Kesehatan) number;
  7. Employee Data:
    1. Employee data (both permanent and contract employees), including job codes and education levels;
    2. Working conditions information, such as working hours, work schedules, and work environment conditions;
    3. Wages and benefits;
    4. Fulfillment of employment obligations, such as leave entitlements, insurance, and other facilities;
    5. Occupational Safety and Health;
    6. Data on employees with disabilities;
    7. Data on employment termination (PHK) cases.

The general process for WLKP reporting can be described as follows:

  • Register and activate a Sisnaker account (for the account manager);
  • Complete the registration form (as a head office or branch);
  • Click on the “Add” menu, then go to the “Reporting” and “Manage Company” sections;
  • Manage company data, including:
    • Adding a Company;
    • Company Profile;
    • Workforce Status:
    • Employees (in Excel format);
    • Foreign Workers;
    • Job Vacancies;
    • Training;
    • Industrial Relations;
    • Social Security;
    • Employment Conditions;
    • Occupational Safety and Health.
  • Submit the report via the website: wajiblapor.kemnaker.go.id.

Data Amendment and WLKP Online Renewal

If there are changes to the employment data within the company, amendments or edits can be made at any time. There is no need to wait until the end of the year to make corrections. Data can be updated immediately. After making any amendments, a new Reporting Number will be issued, and the latest report can be printed.

To renew a company’s WLKP, a new report must be submitted, which will automatically extend the validity of the WLKP. Once a new report is submitted, the previous report will automatically become invalid.

Key Points in the Implementation of WLKP:

  • Reporting Obligation: All companies in Indonesia are required to periodically report their employment data, including the number of employees, working conditions, wages, and other relevant information.
  • Sanctions: There are administrative sanctions for companies that fail to comply with the mandatory employment reporting requirements, which may include fines or even the suspension of business licenses.
  • Electronic Reporting: With the enactment of the latest regulation, WLKP reporting must be conducted electronically through the system provided by the Ministry of Manpower (SIAPKERJA).
