Key Insight into Indonesia’s Tanda Daftar Gudang

Tanda Daftar Gudang (TDG), or Warehouse Registration Certificate is an important step for smooth business operations in Indonesia. As written proof, the TDG will clearly record the goods entering and leaving the warehouse, as well as provide legitimacy for the use of the warehouse. Therefore, having a TDG serves as a legal sanction that the warehouse can be used in accordance with the applicable regulations. This article discusses the importance of TDG, the sanctions for not registering a TDG, the registration requirements, and key aspects of TDG registration.

What is TDG?

TDG is a registration certificate issued by the government to the owner or manager of a warehouse, allowing them to operate the warehouse activities legally. This permit provides legitimacy to the warehouse and its owner to carry out warehouse operations, while also establishing responsibility for the management of the warehouse and oversight of the goods stored within it.

Why is TDG Important?

TDG helps the government control the movement of imported and exported goods. Warehouses with TDG are considered legitimate places for storing and managing import and export goods. The benefits include:

  1. Compliance with applicable regulations;
  2. Exemption from import duties and Value Added Tax (VAT);
  3. Encouraging investment and trade;
  4. Enhancing customer trust.

Additionally, registering a TDG helps establish clear and measurable operational standards in warehouse management, which is crucial to ensure smooth and safe warehouse operations.

Sanction for Not Registering TDG

There are administrative sanctions for companies that fail to register for TDG, including:

  1. Written Warning: Issued up to two times, each for a period of 14 (fourteen) days.
  2. Temporary Warehouse Closure: Imposed from the end of the second written warning period until the warehouse owner obtains the TDG.
  3. Administrative Fine: Imposed after 30 (thirty) days of temporary warehouse closure if the warehouse owner has not obtained the TDG.

TDG Registration Requirements

When registering for a TDG, the warehouse owner must provide:

  1. Trade Business License (SIUP): A document that shows authorization to conduct business in the trade sector.
  2. Company Registration Certificate (TDP): Proof of company registration showing that the company is legally registered with the relevant authorities.
  3. Warehouse Address and Coordinates: The full address of the warehouse along with its geographical coordinates to confirm the registered warehouse location.
  4. TDG Technical Data Form: Includes details such as warehouse capacity, types of goods stored, available facilities, warehouse area, condition and security of the warehouse, and warehouse management.

Where to Register TDG?

TDG registration can be submitted through the Online Single Submission (OSS) system, or alternatively, an application can be made directly to the Investment and One-Stop Integrated Services Office (DPMPTSP).
