General description

Since 2017, the Mandatory Company Employment Report (WLKP) has been available through http://wajiblapor.kemnaker.go.id. This service has succeeded in attracting tens of thousands of companies to register and report information about the condition of their company. More than that, this service helps the Ministry of Manpower of the Republic of Indonesia in obtaining information about companies and workers in Indonesia.

Currently, the Mandatory Company Employment Report Service (WLKP) has been integrated with the Online Single Submission (OSS) system through the Business Identification Number (NIB), Identification Number (NIK) from the Department of Population and Civil Registry (Dukcapil), and Participant Registration Number (NPP). Employment BPJS for companies. If a new company registers via the website www.OSS.go.id, the company will automatically be registered with the WLKP online.

Business actors or managers are required to report in writing to the Minister or appointed official no later than 30 (thirty) days after establishing, re-running, or transferring the company. Furthermore, the obligation to report is not carried out only once but is carried out periodically or annually.

Parties Obliged to Do Mandatory Labor Reports

According to Article 4 of Law Number 7 of 1981 concerning the Mandatory Company Employment Report (UU 7/1981) explains that Business actors or management are required to report in writing every time they establish, stop, re-run, transfer, or dissolve a company to the appointed official. The party in question can refer to Article 1 letter (b) of Law 7/1981, business actors defined as follows:

1. An individual, partnership, or legal entity that runs a company of its own.
2. An individual, partnership, or independent legal entity running a company that they do not own.
3. An individual, partnership, or legal entity residing in Indonesia and representing the company referred to in number 1 and number 2 above.

What is meant by management is someone who is appointed to be a leader in a company. In general, the person appointed by the company is responsible for HRD.

Registration Procedures

For a new registration

1. Open the official WLKP website at https://wajiblapor.kemnaker.go.id/. Moreover, register through the company registration section by filling in the data following the registration form or conditions.
2. The application can be used after registering
3. Fill in some data for company completeness, such as:

• Company profile
• User profile
• Labor
• The legality of the company
• Training and job vacancies
• Payroll system
• Health insurance or BPJS

Penalty

Referring to Article 10 paragraph (1) of Law 7/1981, Business actors or management who do not carry out WLKP can be subject to a maximum 3-month prison sentence or a maximum fine of IDR1,000,000 if the company does not carry out its obligation to report the company data either after its establishment or extension every year.
