The Business Entity Certificate (SBU) is a document that verifies the legality and adequacy of a construction company in conducting its operations. Typically, the SBU is required by companies in the construction sector and is issued by an Accredited Certification Body or the Construction Services Development Board (LPJK) after the company has met the certification requirements. The SBU not only affirms that the company is legally established but also indicates the company’s capability to perform work according to the classification, sub-classification, and qualification specified in the SBU.
The validity period of an SBUJK is three years and can be renewed.
Types of SBUJK
- Construction SBU
This SBU is highly sought after by companies in the construction services sector. The significant growth in construction projects in major cities, primarily initiated by the government, has increased the demand for construction labor. Therefore, companies must obtain the Construction Services Business Entity Certificate to participate in and execute government projects, as the substantial value of these projects makes them a target for many construction companies. - Construction Consultant SBU
This SBU serves as proof of the credibility of a consultant or a company that provides construction consultancy services. These services may include governance consulting, project management consulting, financial consulting, and other consulting services related to the construction field. - Non-Construction Consultant SBU
This SBU is for consulting firms engaged in fields other than construction, such as business and finance. These companies usually apply for the Non-Construction Consultant SBU. - Specialist SBU
This SBU is required for companies operating in specific fields that require special certification, such as healthcare. This type of SBU is less commonly sought after, as the demand for specialists is relatively low.

Application for SBUJK
The process of applying for an SBUJK varies depending on the business classification (small, medium, large). Applications are submitted to the minister responsible for public works through the Business Entity Certification Institution (LSBU), which has been established by associations of construction service business entities and licensed by LPJK in accordance with Law No. 2 of 2017 concerning Construction Services, to obtain the construction SBU. (Article 100(3) of Government Regulation No. 5 of 2021).
Additionally, it is important to note that before the SBU is issued, two prerequisites must be met:
- Construction Workforce Certification
Construction professionals must possess a Construction Workforce Skill Certificate (SKTK) and a Professional Competence Certificate (SKA) in order to be designated as the Technical Person-in-Charge (PJT) or Classification Person-in-Charge (PJK) when applying for certification and registration. - Membership Registration with an Association
Individuals designated as PJT or PJK must apply for certification and registration with an association.
