PB-UMKU, an abbreviation for Perizinan Berusaha untuk Menunjang Kegiatan Usaha, refers to a category of supporting business licenses required to carry out certain technical or operational activities that supplement a business’s core commercial function.

PB-UMKU is issued through the Online Single Submission Risk-Based Approach (OSS-RBA) system and is legally governed under Government Regulation No. 5 of 2021 on Risk-Based Business Licensing (Peraturan Pemerintah Nomor 5 Tahun 2021 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko). This regulation forms part of Indonesia’s Omnibus Law framework, which mandates that all business licenses be categorized according to risk levels low, medium-low, medium-high, and high and aligned with each enterprise’s specific KBLI (Klasifikasi Baku Lapangan Usaha Indonesia) classification.

PB-UMKU is categorized as a non-core or supporting license (“perizinan berusaha penunjang”) and differs fundamentally from core business licenses such as the NIB (Nomor Induk Berusaha). While the NIB grants a business its legal identity and permission to operate, PB-UMKU authorizes the company to carry out specific regulated activities that require technical compliance or government supervision.

One of the most common forms of PB-UMKU in the food sector is the License for Implementation of Good Processed Food Production Practices (CPPOB). This permit is governed under BPOM Regulation No. 22 of 2021 concerning Procedures for Issuing the CPPOB Implementation License.

Food businesses involved in producing packaged food must obtain this PB-UMKU as a prerequisite to registering their products with BPOM for legal distribution. It ensures that the production facility meets hygiene, sanitation, and traceability standards before the product reaches consumers.

Businesses under KBLI 10712 must obtain a PB-UMKU for CPPOB to ensure their production processes meet regulatory hygiene and safety standards. To process this PB-UMKU license, the business must:

  1. Ensure KBLI 10712 is listed on their NIB (Business Identification Number) obtained through OSS.
  2. Log into the OSS-RBA system (https://oss.go.id), select the business activity related to food production, and choose the supporting license “Izin Penerapan Cara Produksi Pangan Olahan yang Baik” under the PB-UMKU section.
  3. Submit required technical documents, such as layout plans, sanitation SOPs, and documentation aligning with CPPOB principles, to be reviewed by BPOM.
  4. Undergo an inspection/audit conducted by BPOM to ensure the facility and processes comply with regulatory food safety and hygiene standards.
  5. Receive the CPPOB Implementation Certificate once the facility is deemed compliant, allowing the business to proceed with MD/MD-UMK product registration.

This process reflects a coordinated requirement between OSS licensing obligations and BPOM’s technical evaluations, and is essential for KBLI 10712 businesses that intend to legally produce and distribute packaged bakery goods.

  2. OSS-RBA Account Access
    Log in to the OSS-RBA portal and select the supporting license (PB-UMKU) that applies: “Izin Penerapan Cara Produksi Pangan Olahan yang Baik”.
  3. Facility and SOP Preparation
    Prepare the production facility layout, sanitation protocols, and Standard Operating Procedures (SOPs) in accordance with CPPOB requirements.
  4. Application Submission
    Upload all documentation through the OSS system and select the relevant PB-UMKU application for food production.
  5. BPOM Verification and Audit
    BPOM will conduct a document review and on-site audit to verify the facility’s readiness. Corrective actions may be requested.
  6. Issuance of CPPOB Implementation Certificate
    Upon approval, the PB-UMKU license will be issued and used as a basis for registering food products (MD/MD-UMK).
